Vice President Paul Hibbard Testifies before the Committee of the Environment, the Economy, and Climate Change in California

Vice President Paul Hibbard discussed results of the Regional Greenhouse Gas Initiative (RGGI) Report in a hearing before the Committee of the Environment, the Economy, and Climate Change in an effort to help California design a cap and trade program. Mr. Hibbard presented on a number of key issues, including how the RGGI states expend auction revenues, the economic impacts of the expenditures, and what lessons California could learn from RGGI’s greenhouse gas allowance auction. Mr. Hibbard also presented the results of RGGI in similar hearings before the legislatures in Massachusetts and New Hampshire.
