Summary of Experience:
Donna Lau Brooks has more than ten years of consulting experience, specializing in energy and antitrust. Her work has focused on analyzing wholesale power markets in connection with electric industry restructuring, market-based rate authority and electric mergers and asset acquisitions. Ms. Lau Brooks has performed numerous FERC indicative screen studies for market-based rate authority and has testified as an expert witness before FERC on several occasions in market-based rate filings. She has conducted horizontal market share analyses (including delivered price test modeling) in connection with electric mergers, acquisitions and market-based rate authority. Recent cases include MidAmerican’s proposed merger with Constellation, Southern Power’s swap of generating facilities with LS Power, and PacifiCorp’s acquisition of the Chehalis power plant. Ms. Lau Brooks also has experience in production cost simulation modeling.
Prior to joining Analysis Group, Ms. Lau Brooks held research analyst positions at NERA, Charles River Associates, and the Economic Analysis Group of the Department of Justice’s Antitrust Division.
