Summary of Experience:
Dr. Kahn specializes in electricity competition and regulation. He has consulted to numerous domestic and international private and public sector clients including The Federal Energy Regulatory Commission, the World Bank and the U.S. Congress. His expert testimony, presented in both regulatory proceedings and civil litigation, has covered issues ranging from competitive market pricing to market power mitigation to electricity industry restructuring. He has lectured widely to academic, industry, and professional groups. Dr. Kahn is co-author of the books Electric Utility Planning and Regulation and International Comparisons of Electricity Regulation, several book chapters, and nearly one hundred articles and reports. Before joining Analysis Group, he was a Vice President with National Economic Research Associates. Dr. Kahn was previously Senior Staff Scientist at the Lawrence Berkeley National Laboratory, Co-director of the Program on Workable Energy Regulation at the University of California Energy Institute, and Lecturer in the Energy and Resources Program at the University of California, Berkeley.
