Stranded Cost Measurement

Analysis Group Special Advisers Edward Kahn and John Landon developed estimates of the value of the generation assets of American Electric Power Company's Ohio subsidiaries, Columbus and Southern Power and Ohio Power. Their estimates were based on simulation of future power prices over the very large geographic region in which these assets trade and compete; the valuation also considered different levels of pollution control investment. Their analysis was presented in testimony before the Ohio Public Utilities Commission.
