Principal David Sosa Speaks on Spectrum Auction Design Issues

Principal David Sosa participated at an event hosted by Mobile Future in Washington, D.C., on April 24, 2014. As the FCC prepared to release draft rules governing the 600 MHz broadcast incentive auction, the event focused on U.S. and international spectrum auction experiences. Panelists discussed potential risks and rewards of certain auction design mechanisms as well as key elements to ensure broad auction participation from both broadcasters and wireless companies.
As part of a panel discussion on auction design, Dr. Sosa addressed past experience with auction rules that favor certain participants over others. He reported that international experience demonstrates that such discriminatory participation rules, including spectrum caps and set-asides, have routinely failed to accomplish policy objectives, such as enhanced auction receipts and new entry, and have harmed consumers.
