Summary of Experience:
Dr. Hess specializes in the application of microeconomic theory and analytical methods in litigation, business, and policy contexts. He has assisted clients in all phases of the litigation process, from the quantification of damages, to the preparation of expert reports and testimony, to the evaluation of settlement proposals. He has consulted on antitrust, class action, employment, environmental, intellectual property, policy, regulatory, and general business matters. His experience spans the insurance, software, telecommunications, healthcare, and financial services industries as well as federal, state, and local issues. Dr. Hess’s work has included analyses of reserving practices and claims data in the insurance industry, assessment of the market for terrorism insurance, cost-benefit analysis of environmental regulation, development and estimation of a hedonic pricing model for local amenities, econometric estimation of consumer demand, and estimation of software development costs. Prior to joining Analysis Group, Dr. Hess was a lecturer and post-doctoral fellow at the University of California, Berkeley where he worked closely with the California Department of Finance and the California Air Resources Board to model the fiscal and economic impacts of legislative and regulatory proposals.
