Resource Planning and Procurement

In both competitive and regulated contexts, we have designed resource procurement strategies including:

  • Assessment of resource and product alternatives

We analyzed the economic principles for efficient market monitoring and mitigation at the various Regional Transmission Organizations (RTOs) for PJM Interconnection, and developed measures of market power in non-centrally administered wholesale markets for the Committee on Regional Electric Power Cooperation (CREPC).

Regional Greenhouse Gas Initiative
In a major study of a regional greenhouse gas initiative, we used MAPS to model electricity sector outcomes, and IMPLAN to model macroeconomic results.

We also provided advice on approaches to market monitoring in a non-centralized wholesale market to regulators in the western states, and evaluated capacity and ancillary product design for an independent generator.
