Mr. Frame has consulted with a broad range of electric industry clients on matters including market power and mergers, wholesale bulk power markets and competition, retail competition, industry restructuring, transmission access and pricing, contractual terms for wholesale service, contracting for non-utility generation and power plant valuation. He has testified as an expert witness on numerous occasions, on these and related topics, before the Federal Energy Regulatory Commission, state regulatory commissions, federal and local courts and the Commerce Commission of New Zealand. He frequently speaks before industry groups on competition-related topics. Mr. Frame was previously a Managing Principal at Analysis Group and a Vice President at National Economic Research Associates.
