Managing Principal Rebecca Kirk Fair joins a panel discussion that will explore emerging state laws related to surcharging, including the legality and competitive implications of limiting the ability of merchants to impose surcharges on credit card transactions. Laws of this kind have been passed in a number of states, prompting a series of constitutional challenges by merchants. Ms. Kirk Fair will address the difference between discounts and surcharges from both a traditional economist's and behavioral economist's perspective.
