Great River Energy: Cost of Service Study

An Analysis Group team worked with Great River Energy (GRE) to conduct an independent cost-of-service study to assess the alignment of GRE’s wholesale costs with cost causation principles. GRE is a nonprofit wholesale electric power cooperative that provides electricity to approximately 1.7 million people across Minnesota. Our team provided an assessment on wholesale rate and program designs, and an expert opinion on the degree of alignment for different rate attributes – such as energy, capacity, transmission, and ancillary services – based on consideration of current and future market conditions, input from cooperative members, and industry ratemaking best practices.
