PJM Capacity Market Affidavit Filing
Analysis Group worked with Talen Energy Corporation in its response to a complaint before the Federal Energy Regulatory Commission (FERC). The Sierra Club, Natural Resources Defense Council, Public Citizen, the Sustainable FERC Project, and the Union of Concerned Scientists filed a complaint against PJM Interconnection – a regional transmission organization – in a dispute stemming from allegations that Talen inflated capacity market prices. Our team, including Vice President Megan Accordino and Manager Muath Ibaid, supported Vice President Joseph Cavicchi, who filed the responding affidavit explaining that generating resources that want to retire – but are prevented from retiring by the electric system operator – should not be included in the capacity market, as it suppresses the price signal to build new capacity.
