Summary of Experience

Dr. Baron specializes in empirical economic analysis related to technological innovation, standardization, intellectual property rights, and technology markets. His research interests include patents and licensing schemes, with a particular focus on evaluating FRAND licensing terms for standard essential patents (SEPs). Dr. Baron has provided expert witness testimony at the UK High Court of Justice and in federal litigation in the US, and has testified on patents, standards, and innovation before the European Parliament and the US President’s National Security Telecommunications Advisory Committee. In addition to his research role at Northwestern, he created the Searle Center Databases on Technology Standards to support academic researchers. As the director of BRELA, Dr. Baron oversees the firm’s empirical research agenda as well as its methodology, independence, and relevance to policy. He is also the founder of FRANDLY, a software-as-a-service company that provides a licensing intelligence tool. Dr. Baron’s work has appeared in peer-reviewed journals such as Research Policy, the International Journal of Industrial Organization, Antitrust Law Journal, and the Journal of Economics & Management Strategy. He is a past member of the European Commission’s expert group on SEPs, and has produced empirical studies to assist the European Commission with an impact assessment on SEPs.
