Summary of Experience
Dr. Carlos specializes in health economics and uses her knowledge of economic principles, econometrics, and data analysis to assist with complex business litigation. Her litigation experience includes supporting expert witnesses through the preparation of experts’ reports, depositions, and trial testimony, as well as assisting counsel with discovery and case strategy. Dr. Carlos has worked on multiple matters involving the False Claims Act (FCA), Anti-Kickback Statute (AKS), and Controlled Substances Act (CSA), as well as transfer pricing disputes. She has also supported attorneys and business clients in matters involving controlled substances, including the design and implementation of suspicious order monitoring (SOM) programs. Her pro bono work includes an ongoing partnership with Health Law Advocates and several Boston-area healthcare organizations to evaluate medical-legal partnership programs serving immigrant communities. Dr. Carlos’ research on use of postpartum contraceptives has been published in peer-reviewed journals including Journal of Policy Analysis and Management and Health Economics.
