NYISO - Winter Reliability Capacity Enhancements
An Analysis Group team led by Managers Grace Howland and Daniel Stuart worked with the New York Independent System Operator (NYISO) to review its Installed Capacity (ICAP) market structure and identify opportunities for the adoption of seasonal market design elements. Supply and demand dynamics in New York are expected to shift, with the electric grid moving from a summer peaking/summer risk system to a winter peaking/winter risk system. Many of the design elements in NYISO’s ICAP market are based on non-seasonal parameters. Our team conducted a study to evaluate the adoption of additional seasonal design elements in the ICAP market to ensure efficient pricing signals and reliable operations in the face of shifting seasonal supply and demand. The study was developed into a white paper for internal consideration by NYISO.
