The Proposed Northern Pass Transmission Project: Assessing its impacts on New Hampshire

White Paper, February 2017

Protect the Granite State, a grassroots organization in New Hampshire formed to oppose the proposed Northern Pass high-voltage transmission project, retained Analysis Group to provide an independent assessment of the economic impact analyses conducted on behalf of Northern Pass.  In the report, titled “The Proposed Northern Pass Transmission Project: Assessing its impacts on New Hampshire,” Senior Advisor Susan Tierney and Managing Principal Pavel Darling present a detailed framework for considering the costs and benefits of a new energy facility such as Northern Pass, providing key stakeholders and decision makers in New Hampshire with a framework for how best to evaluate all the impacts of the project.  Dr. Tierney and Mr. Darling provide a critique of the economic impact study submitted on behalf of Northern Pass, highlighting the absence of critical cost considerations and improper modeling assumptions.
