Summary of Experience

Mr. Hurley has more than 45 years of experience working in the utility sector, including management roles overseeing emergency response, construction and maintenance, fleet, meter operations, facilities, and physical security. He consults with organizations as well as state, local, and tribal communities on their utilities’ critical preparedness and recovery from natural disasters and adverse events. Mr. Hurley has submitted written testimony and participated in in-person hearings on electric energy rates. Prior to his consulting work, he held multiple leadership positions with FirstEnergy (37 years), an electric utility serving the Midwest and Mid-Atlantic regions. In these roles, he managed more than 1,250 employees across 13 departments, as well as a $250 million capital and maintenance budget. Mr. Hurley has completed a range of emergency management courses and holds security certifications and distinctions from ASIS International, the Federal Emergency Management Agency (FEMA), and the National Institute of Crime Prevention. He is a fellow of the Institute of Strategic Risk Management, and a member of the International Association of Professional Security Consultants. Mr. Hurley also chairs the National Hurricane Conference’s Utilities Committee and Homeland Security (All Hazards) Committee. He is an adjunct instructor at the NYU School of Professional Studies as well as the FEMA National Disaster & Emergency Management University.
